Validation of the Primary Care Assessment Tool (PCAT) in Uruguay

Evaluation is a fundamental component of the management process and potential source of inputs for the improvement of processes in general and quality and results in particular.
If one takes into account that the change in the model proposed by the health reform in Uruguay depends largely on the proper development of the First Level of Care, the importance of assessing the gaps between what was said and what was done at this level seems relevant.
Prof. Barbara Starfield, a world reference in the analysis and evaluation of health systems, developed from her work space at John Hopkins Unversity, a tool for the evaluation of the First Level of Care, the Primary Care Assessment Tool, known as PCAT, available since the last decade of the twentieth century.
